Leadership suspected several Northern branches were overstaffed relative to volume. The review showed two sites with genuine intensity gaps and three others where volume seasonality explained the pattern.

Operations verified the two flagged sites on the ground and adjusted roster timing ahead of the next budget cycle. The seasonal sites kept staffing and received clearer volume annotations in the next MI pack.
